Tap Fee Definitions
Water System Development Charge - is a reimbursement to the County for the cost of providing the “Backbone” water transmission and distribution systems. It is based on average or typical costs of providing the “Backbone” main transmission and distribution lines.
Local Distribution System Charge (Frontage Fee) - is the customer’s share of the cost to construct the water mains. The cost is one half of the current cost of constructing an eight-inch water main to the County’s standards, including all necessary appendages and fire hydrants. The customer pays only one half of the estimated cost since service is usually provided to customers on both sides of the street. The charge is in addition to the System Development Charge.
Subdivision Inspection Fee - is for the review and approval of plans for new water systems within their subdivisions and the supervision of construction of these systems including proper installation and testing of these lines.
Connection Fee - the county provides the actual tap of the customer supplied water service lines. The charges are designed to recover the County’s cost of taking the customer’s application for service, inspection of the customer’s service line, the cost of parts and making the actual connection.
Meter Setting Fee - is for the supplies and installation of the customer’s water meter.
Private Well Disconnection Inspection Fee - the County requires that all private wells be disconnected from the customer’s water system. This fee recovers the cost of inspection of that disconnection.
Sewer System Development Charge - is a reimbursement to the County for the cost of providing the “Backbone” sewage collection systems. It is based on the average or typical costs of providing the “Backbone” collection system.
Local Distribution System Charge - is the customer’s share of the cost to construct the sewer collection lines. The cost is one half of the current cost of constructing an eight-inch sewer line to the County’s standards, including all necessary main holes and other access. The customer pays only one half of the estimated cost since service is usually provided to customers on both sides of the street. The charge is in addition to the System Development Charge.

Connection Inspection Fee - the County inspects the customer’s lateral and its connection to the County’s collection system.
Well Meter Setting Fee - is for the supplies and installation of the customer’s well meter.
Non-Payment Fee - is for customer’s non payment of water and sewer monthly bills.
Premise Visit Fee - is a fee charged to the customer for site visits of recurring problems on the customer’s side of the system. This fee is accessed for annual removal and resetting of customer’s deduct meters. This fee can also be charged if appointments are set up after normal office working hours to cover additional personnel cost. This fee may also be assessed for other services at the discretion of the Water/Wastewater Superintendent.
